Safety check instructions

In order to guarantee the safety of the personal property of civil aviation passengers, civil aviation transportation and national security and to prevent illegal interference against civil aviation activities, a “List of Items Banned to Carry-on and Checked Baggage” and a “List of Items Restricted to Carry-on or Checked Baggage” have been released according to the Civil Aviation Law of the People's Republic of China, the Regulations on Civil Aviation Security of the People's Republic of China and the Civil Aviation Safety Inspection Regulations.

Public air transportation enterprises, management ities of airports for civil transportation should make the “List of Items Banned to Carry-on and Checked Baggage” and List of Items Restricted to Carry-on or Checked Baggage” public and noticeable through various ways, and should inform passengers of their obligations when they book tickets, check in and accept the safety check. Passengers should accept and cooperate with the safety checks.

As for the items in the “List of Items Restricted to Carry-on or Checked Baggage”, which are banned on carry-on baggage but allowed for checked baggage, passengers can check them in or temporarily store them at the airport. As for the special items that are allowed for carry-on or checked baggage with the permission of public air transport enterprises, the enterprises should inform passengers of the list as well as the approval procedures. They should also confirm the approval procedure of the special items and relevant information with safety civil aviation inspection institutions.

Passengers with hazardous, prohibited or controlled items in their carry-on or checked baggage are subject to administrative punishment or criminal penalties depending on the severity by law of their actions.

Passengers deliberately hiding items which are banned or restricted by Chinese laws or civil aviation regulations in their baggage, with such behavior causing public disorder, are subject to administrative punishment or criminal penalties depending on severity by law.

This bulletin came into effect on January 1, 2017. Current regulations that are not consistent with this bulletin are subject to this bulletin.
